What is the most effective way of marketing an app? How much will it cost? As of now I have no budget.

Hard to say with no information, but...
I would always suggest starting with the community your customers belong to.
1. Try and get relevant music blogs writing about your app.
2. Look for tweeters who are big influencers of your potential customers and see if you can get them interested in tweeting
3. Try creating some incentive for people to share the app with their friends / peers
4. Write your own content for your website or a blog, good quality content is what google looks for these days
5. Decide based on your markets demographics what other networks are good to establish a following on and create useful content there, e.g. instagram

Blogging and social media are a lot of work. The best advice would be to focus on App Store Optimization (ASO). That will get you the most downloads. Then in your app to collect the user's email. Then you can keep them coming back, inform them of updates, increasing retention. Then you can put most of your effort into the product.

Find somebody who has the passion for marketing that you have for your app. You obviously have talent, but you can waste years of work and money trying to do everything yourself.
Do not continue to exchange hours for dollars. It is a losing game. You can never win doing this. Bill only by the project. And get paid according to percentage of completion. In addition, charge a royalty whenever possible. You have to establish yourself as the go-to expert in your field to do this.
Alternatively, follow my advice below.
Spend as much time as it takes to come up with answering this question..Why would I buy your product or service? This will give you your USP. From there you will develop your drive, your, passion, and your marketing voice. From this you will develop unstoppable perseverance for success.
Just hire a VA to do this and get your approval, before submitting or making changes. Contact me if you need to know how to get a good Virtual Assistant for these tasks. It would be great if we all had endless amounts of time, but in order to be really successful you will have to focus your attention on what you do best.
Sign up for all of there newsletters then respond with your brief pitch. Many are do-not-respond emails, but you will be suppressed at how many are not. Secondly, type in words related to your product and put the name of the newspaper, media that you want behind it in the search. For example, (type of product) WSJ. Then contact the writer who wrote a similar story as yours. Their email address will usually be at the bottom of the article. I have been featured in NYT, WSJ, ABC News and other media by doing this.

Most of the Experts have mentioned about ASO (i.e. App Store Optimization). 65 % of the Mobile Apps are searched by users before downloading the app.
ASO has two things (just like a SEO),
- Organic Downloads
- Paid Downloads
Organic Downloads is where the user knows about the App. While the Paid downloads happen through AD networks or Referrals or Bonus System. ASO is equally important.
Now the promotions part.
Promotions can be made using two channels.
1. Online
